What are the Advantages and Disadvantages of Each Option?

UCaaS with dial tone
A provider like West provides hosted dial tone coupled with Unified Communications, in any country. Hosted UC provides flexibility and redundancy for disaster recovery, but implementations can be challenging when dealing with different rules, regulations and taxes surrounding dial tone in each country.

UCaaS without dial tone
Each company site sources dial tone from a carrier in that country. Managing a separate contract and bill can be tricky, but this choice offers some additional freedom from regulatory limitations.
